What is the Ryan White CARE Act?

The Ryan White Comprehensive AIDS Resources Emergency Act (CARE Act) The CARE Act is the Federal legislation created to address the unmet health care and service needs of people living with HIV Disease (PLWH) and their families. It provides services to those individuals living with HIV Disease who are uninsured, underinsured or uninsurable. It was enacted in 1990 and reauthorized in 1996, 2000 and in 2006 as the Ryan White Treatment Modernization Act.

That is why the CARE Act is called “the payor of last resort.”  The CARE Act is named for Ryan White, an HIV-positive teenager from Indiana who, after being rejected by people in his school and town, worked to promote understanding of HIV and tolerance for those affected by it.

What is the Ryan White Part A Planning Council?

The Ryan White Part A Planning Council (RWPC) participates in community health planning to prioritize services and allocate Ryan White Part A funding, in an effort to improve care for people with HIV disease in Philadelphia, Southern New Jersey and PA Suburbs. 

The planning body is appointed or established by the Chief Elected Official (CEO) or designee of the CEO of an EMA. It is the basic function of the  planning body to assess needs, establish a plan for the delivery of HIV care in the EMA, and establish priorities for the use of Ryan White HIV/AIDS Program Part A funds.

To do this, the Council performs a great deal of work throughout the year to assess needs, evaluate financial and program activities, and participate in planning that is coordinated with other local and state entities. 

The term Part A refers to a specific section of the CARE Act legislation. Services covered under Part A span a wide range, from medications and primary medical care to food and other basic assistance.  The Ryan White CARE Act, which was enacted by Congress to ensure the quality and availability of care for people infected with HIV, fills in funding gaps for services when all other funding has been exhausted.

What area does the Planning Council serve?

This Planning Council serves the Philadelphia Eligible Metropolitan Area (Philadelphia; Bucks, Chester, Delaware, and Montgomery counties in Pennsylvania; and Burlington,   Camden, Gloucester, and Salem counties in New Jersey).

Serving on the Planning Council:

The Planning Council has specific membership goals and makes every effort to be as diverse and representative of the community and the local HIV epidemic as possible.

Members are:

-People with HIV disease
-Behavioral Health Specialists
-Social Workers/Case Managers
-Concerned Community Members
-Health Professionals
-Community Leaders
-Representatives of Affected Populations

The Planning Council has an open nominations process, and accepts applications throughout the year.  About twice a year, the Nominations Committee of the Planning Council reviews applications to make recommendations for membership to the mayor’s designee who in turn makes the official appointments for membership.
